Another framework win as Farrans and Fado selected for Pagabo Public Sector Decarbonisation list

3.06.2024

Farrans and our fit-out and refurbishment arm FADO have secured positions on Pagabo’s new £1.6bn Decarbonisation Solutions Framework.

The framework provider recently launched its healthcare specific decarbonisation deal, and this latest instalment will support public sector organisations completing building works in all other sectors.

Kingston upon Hull City Council (HCC) is serving as the contracting authority for the framework, which will run for four years.

Suppliers appointed can provide a “complete business solution, allowing clients to go directly to main contractors to undertake retrofit assessments, work up costs, self-deliver or bring in supply chain partners to deliver schemes, while serving as a single point of contact.”

Typical projects will include installation of specialist heating, cooling and ventilation systems, installation of renewable energy sources, fabric upgrades, installation of energy saving lighting, and replacement of inefficient glazing.

The framework has four value banded lots, applicable to the 12 geographical regions, giving a total of 48 sub-lots.

  • Lot 1 – up to £1m
  • Lot 2 – £1m to £5m
  • Lot 3 – £5m to £15m
  • Lot 4 – £15m+

Mark Beacom, pre-construction director for Farrans Construction, said: “To be selected for both of Pagabo’s decarbonisation frameworks has been excellent news for our team and it sends a clear message that this is an area that clients are keen to invest in.

“Buildings need to be sustainable in order to respond to the demands of the future and that means they need to be efficient, insulated and smart. The public sector can make major savings over the long term by making upgrades now and we look forward to working in partnership with Kingston upon Hull City Council, Pagabo and all framework partners on implementing these solutions.”

Gavin Newburn, Managing Director of Fado, said: “Fado is absolutely delighted to be successful on yet another Pagabo Framework, giving us the opportunity to partner with clients across the UK. Our team has been delivering projects in the healthcare sector for the last 30 years, most recently being appointed to deliver South Kilburn Medical Centre in London. We look forward to continuing our relationship with the Pagabo team over the next four years.”

Jason Stapley, chief procurement officer at Pagabo, said: “Both of our new Decarbonisation Solutions Frameworks received strong interest from suppliers and clients alike, ready to begin supporting successful energy efficiency projects across the public sector building stock.

“Announcing the successful suppliers for this framework comes hot on the heels of naming the suppliers for the healthcare specific framework earlier in the month.

“This version, with Kingston upon Hull City Council as the contracting authority, includes 32 SMEs which is more than half of the total number of suppliers appointment. Decarbonisation is a specialist service meaning that it was more important than ever to ensure the very best businesses were identified, which includes various SMEs in addition to some of the larger organisations too.

“With the growing focus on the role decarbonisation has to play in working towards and meeting net zero goals, we know that this framework – and its healthcare sister offering – will be well utilised by clients, helping them to meet their individual goals while working towards bigger picture goals at the same time.”
